El PP adjudica en el 2.009 el 70 % de las obras a dedo
Carmen Martínez y Juan Luis Martínez denuncian que el equipo de Gobierno del PP abusa del procedimiento negociado en las contrataciones del Ayuntamiento de Cartagena.
Desde el inicio de 2.009 el Ayuntamiento de Cartagena a través del Servicio de contratación ha sacado a licitación 111 contrataciones, y se han resuelto de la manera siguiente.

Esta forma de actuar, aunque legal, tiene 2 graves consecuencias, sobretodo en tiempos de crisis.
a) Al adjudicarse la mayoría de las obras por el procedimiento negociado no se producen bajas en los presupuestos, es decir, no se consigue dinero adicional como consecuencia de la propia competencia de las empresas, y en un momento donde los recursos son escasos está claro que es positivo para las arcas municipales y por tanto para los ciudadanos obterner remanentes de las inversiones planteadas que pueden ser utilizadas en otras inversiones.
b) Es un método que no es justo, ni en absoluto transparente porque impide a las empresas que lo quieran hacer participar libremente en la obra pública que genera el Ayuntamiento, ya que el sistema es totalmente subjetivo y esta sometido a la arbitrariedad del concejal de turno que invita a esas contrataciones a las empresas que estima oportuno privando a las demás de poder obtener trabajo para mantener su actividad en igualdad de condiciones.
El importe de las 77 obras contratadas por el procedimiento negociado ha supuesto unas adjudicaciones de obra por valor de 18.740.787,25 euros, si de media se produce en los procedimientos abiertos unas bajas siendo prudente de un intervalo que se mueve entre el 5% y el 10 %, se podían haber generado un remanente que oscila de 937.039 euros en el peor de los casos a 1.874.078 euros, es decir el 50 % del Plan de Barrios y Diputaciones, o el equivalente a 3 CAI, ó a 1 piscina cubierta, ó a 3 campos de fútbol de césped artificial, o por ejemplo 2 o 3 consultorios médicos, etc.
Valga como ejemplo que para el Consultorio Médico de la Palma que ha salido a contratación recientemente por el procedimiento abierto se han presentado más de 40 empresas y para el Consultorio Médico de la Vaguada también.
Pero además de la ineficacia en la gestión de recursos, tal y como queda demostrado en este estudio, si analizamos las adjudicaciones veremos que hay también arbitrariedad y cierto favoritismo o al menos ventaja comparativa de ciertas empresas a la hora de trabajarle a la administración local.

Con el cuadro anterior, queda demostrada la arbitrariedad, ya que 8 empresas acumulan casi la mitad del importe de lo adjudicado, privando a muchas empresas que lo están pasando mal de la posibilidad de obtener trabajo que le haga más llevadera la grave crisis económica que atravesamos.
“Pensamos que el Ayuntamiento puede hacer mucho más de lo que está haciendo por ayudar al sector empresarial de Cartagena, para superar esta situación económica, y que no puede con la excusa de la premura de las obras del PLAN E y del Plan de Barrios y Diputaciones a un número reducido de empresas impidiendo la libre competencia”, denunciaron ambos ediles.
Por último señalaron que este comportamiento tiene una responsabilidad clara, “la Sra Alcaldesa esta consintiendo esta forma de actuar, y luego intenta dar lecciones de gestión pública al Gobierno Central. En este Ayuntamiento los ejecutores de este tipo de política son el Vicealcalde y el concejal de Hacienda, comportamiento que choca frontalmente con el supuesto código ético aprobado por el PP”
